No. It might be pretty useful. First, before actual exchange of nuclear strikes you need to evacuate your people (as much as you can) from the cities. Then, you'll need it to keep the order and patch-up economy, eliminate gangs (especially ethnic-gangs), recuperate losses. Then, in the matter of first years you'll need the Fleet and Army to fight in the world for the access to local markets and sources of resourses.

What is use in burning down Russian cities if your own cities are burned down not only by Russian nukes, but by ethnic gangs and militias, fighting each other?
