I personally think funds should have been cut off, as well as many services, the moment they started declaring themselves "Sanctuary" or City of Refuge, back in 1985. Maybe there would not be as many if handled correctly. I just disagree with the concept. Of course, I live in a state where it is illegal by state law for a city to declare itself a Sanctuary City.
