My city admitted to having a black crime wave some decades ago before it became verboten to discuss it openly. Since then many measures have been taken to address the underlying causes, and all have failed. Black crime and black student underachievement have increased. And once again similar proposals to address these causes are coming forth but while approved by the city's movers and shakers the funding needed to sustain these proposals is not forthcoming. After reading this lengthy and critical article I turned my attention to the cost of law enforcement in my city. I was astounded at the proposed cost for 2025, a staggering $345million. I immediately recalled a suggestion I had made some years ago, that the black community enter into an agreement with the city to reduce black crime in exchange for more funding of the social services badly needed by them.
