Found this, since you posted nothing showing Biden had stated this, though it was the title of your OP.

The amendment, which was passed by Congress in 1972, enshrines equal rights for women. An amendment to the Constitution requires three-quarters of states, or 38, to ratify it. Virginia in 2020 became the 38th state to ratify the bill after it sat stagnant for decades. Biden is now issuing his opinion that the amendment is ratified. It would next fall upon the archivist of the United States, Dr. Colleen Shogan, to certify and publish the amendment.

The Amendment expired long ago.

Biden is an idiot.

But the National Archives, which is responsible for publishing amendments to the Constitution, immediately indicated it had no plans to follow Biden's lead.

U.S. Archivist Colleen Shogan has previously said that the ERA's eligibility has expired, and could not be added now unless Congress acts. Congress, under control of Republicans, is unlikely to do so.

"This is a long standing position for the Archivist and the National Archives," the Archives said in a statement. "The underlying legal and procedural issues have not changed."​


 
On March 5, 2021, federal judge Rudolph Contreras of the United States District Court for the District of Columbia ruled that the ratification period for the ERA "expired long ago" and that three states' recent ratifications had come too late to be counted in the amendment's favor.

On May 3, 2021, the plaintiff states appealed the ruling to the United States Court of Appeals for the District of Columbia Circuit. Virginia withdrew from the lawsuit in February 2022. Oral arguments were held on September 28, 2022, before a panel composed by judges Wilkins, Rao and Childs. On February 28, 2023, the panel ruled that the plaintiffs failed to prove the ERA deadline invalid.​

 
There would be no purpose or reason for Trump to countermand this bit of silliness, as it is a total nullity.

For those interested in history, Biden's declaration carries exactly the same level of impact and importance as did the Emancipation Proclamation, which freed not a single slave, as observers of the Thirteenth Amendment might have noted.

I admit to total ignorance as it applies to the mythical "right" of wimmin to kill their pre-born children. Somewhere in Biden's tiny little brain there is the thought that this declaration gives American wimmin some right that they now lack. Search me?

But the more salient fact to note here is the blind acceptance of Biden's nonsense by people who should know better, out of loyalty to this hollow shell of a man. It is disgusting.
