Ok...the frame/receiver rule was smacked down because the ATF added language to the law that didn't exist within the law.

Correct.
"Frame/Receiver" are terms defined by law - you know, through the democratic process.
The ATF does not have the authority to change that definition.

Democrats, suddenly supporters of democracy, should applaud this ruling.
