On any government or big corp, project, they first reinvent the wheel and go from there.
We have already been to the moon and yet they have trouble returning. Maybe looking into the past and research how the Apollo project got it done will be a help. This press conference is disappointing and is another example of what a lot of members here have posted about the decline of American abilities to get things done.

The NASA derived Space Launch System has spent up to 100 billion dollars in equipment and infrastructure at this point. This is why there is a problem. We cannot permanently return to the moon at this price that continues to rise and the huge, massive cost per launch that is limited to no more than once a year if that when it gets rolling. We have no lunar lander from NASA as that would have increased it into the stratosphere. And we are supposed to stay on the moon this time. So, the lander needs to have more abilities than the Apollo version.
