Neighborhood Watch isn't about patrolling armed. Neighborhood Watch is about observation and reporting so that proper law enforcement agencies can deal with a situation in a timely manner.
It is not against the law for someone in a NW organization to carry a firearm if they are otherwise authorized, however police briefings and NW policies are against it. At least they are in the community in which I'm a member.
The purpose of the Neighborhood watch is to observe and report, we are not there to inject ourselves into a situation. A NW person has no business, under the guise of NW to "question" or even attempt to detain anyone. We call the authorities and they respond.

If there are crimes being committed in the neighborhood and I observe an unknown person fitting the profile the police have provided, then report. The police will then check them out.
