One of the many problems with Trump's Pardon-palooza is that it has ripple effects. They affect the pardoned individuals (many of whom have gone on to commit other crimes after Trump let them out of jail) but they likely also effect the investigators and the prosecutors. Why investigate anyone with close ties to Trump for a federal crime? They are just going to get pardoned anyway; and you'll likely lose your job in the process.
I would bet that many in the DOJ both in the investigative and the judicial divisions are slow walking some cases that they can pursue and bring to trial in about 3 years and 3 months without worrying about Trump selling one of his pardons.
