"There's some extra context here you are missing which proves your point even more correct.
The Mexican president has a policy called "hugs not bullets" (abrazos no balazos) for the cartels. Yes, it is actually a REAL thing she campaigned on and is her official policy. It was also obradors policy too. And a few days ago, the Mayor of Uruapan was assassinated for going viral and getting hugely popular for publicity criticizing the "hugs not bullets" policy and said "there can NOT be hugs for criminals! For criminals there must be beat downs!".
He took a extremely hard line stance against the cartels, walked around in a bulletproof vest and cowboy hat guiding operations against the cartels, repeatedly called and asked for the military to come help stop the cartel in his state. The Mexican president refused, saying they have no resources and are outgunned essentially.
This lead to the guy getting assassinated. Now the Gen z of Mexico are really effing pissed oJust another example of soft on crime policy failing, and then when it fails, they say they do not have the resources to stop it but then when the US and other countries offer resources then Mexico refuses help. It's a never ending cycle at this point. The government refuses help from others, refuses to help victims, and helps the cartels by not going after them."

We have a "soft on crime" problem here too.
