Before the Bill of Rights, I noticed every one of the paragraphs operate to protect we citizens from Government.

The Bill of rights keeps this up until the 18th amendment when it tells citizens they can't consume liquor. Fortunately later a different Amendment killed that.

The 19th says Women have the right to vote. But the other parts of the constitution did not say women can't vote. Did you realize that?

The 20th puts limits on the president.
The 21st says go ahead and get drunk.
The 22nd limits the president to two terms.
The 23rd is so DC can vote
The 24th is against poll taxes
The 25th is if the president can't do the job
The 26th says if you are 18, you are able to vote
The 27th is about compensation to Congress

I wonder if you all know this? We hear all the time something is not constitutional

Highly nonspecific question. What are you referring to?

You want a quick tell, ask somebody who he believes the Constitution restrains -- the government, or the people. You will find out which group he belongs to.

I agree with you far more than I agree with Heinlein. By the way, do you see this as a topic that does not belong in the Constitution heading? We got a party who moved it to this section for his personal reason.

Democrats want to do the controlling. Republicans want the constitution to be followed.

Just remember this next time you hear someone tell you that you need a gov "permit." Gov does not permit anything. They can only restrict.
 
Radical interpretation of the Bill of Rights notwithstanding it clear that the Founding Fathers thought freedom of speech and freedom of religion was so important that they addressed it in the 1st Amendment. You could make a case that the right to keep and bear arms was also equally important that was guaranteed by itself in Amendment#2
