An Alternative to Repealing the 17th Amendment, in order to restore Federalism.

Have the States call a Constitutional Convention, and create a Third House of Congress, that functions exactly like the original Senate before the 17th Amendment. The States would now have proper recourse against obtrusive federal government, as the state legislators would choose their representatives. We could call them "Ambassadors."

Normally, it would be best to simply repeal the 17th Amendment, but no matter how good the idea is, it would be torpedoed by a one-liner: "XXX is trying to steal your vote." Also, the federal government will never relinquish their power, even without that line. Thank God the Founders were smart enough to include an Amending process that ignored the federal government's authority all together.


EDIT:
Such an Amendment would require a permanent fix for Gerrymandering.
