Why should they? They are doing well.

I mean, government workers, especially federal workers not only make at least DOUBLE what any similar job in the private sector might pay, they parley their insider information and contacts into millions often in extra, "fringe" benefits, plus they get far better healthcare for themselves than you will ever find on the outside unless very, very fortunate.
