Back in the 1960s and 70s we had bomb threats called in at school often. Disturbed people acting out alone or coerced into it by other people close to them or the propaganda by others made available to them.

I told the story on another thread that back in Kansas for several years I was executive director of a large social agency with multiple gyms, olympic size pool, gymnastics, dance, multiple fitness, exercise, education, group meetings, and craft rooms, day care and preschool to keep our membership of some 2,500 people entertained, busy, or whatever they wanted/needed at the time.

And there was a period of time that we (and other facilities, schools etc in town) got bomb threats. Mostly kids just making trouble for the fun of it but we couldn't take a risk and would have to evacuate the building until the police checked everything out. Our local newspaper and radio and TV stations reported them for awhile until we figured out there was a lot of copy cat mischief going on. So we met with the police and media and agreed we wouldn't publicize these for awhile. And also when we got a call, we would say before they could hang up, "Quick, trace this call!" or something else that might worry a little brat somewhat.

With no publicity and scaring them a bit, within a fairly short time, the prank calls stopped.

However that was back before everything got so politically mean and hateful and it was also in a small city of about 40,000 people who were pretty much homogenous decent citizens. Might not work everywhere or in this day and age.
