The ADP reports are about private employment. Government has nothing to do with it.

There may be some employment created from some of the government employment eliminated. When the manufacturing employments ramps up more it will create many more side employment opportunities than the government ones do. Progs do grease the employment picture y hiring many government employees. That is not as nearly enriching as the private side though.
