About the Trump immigration proposal

There are people out there labeling Trump's offer of a path to citizenship as amnesty/legalization. But I'm not so sure of that to be quite honest. I'm fairly certain there's a difference between granting amnesty and giving people a path to become citizens. Correct me if I'm wrong but wouldn't we be making these people earn their citizenship as opposed to just giving it to them on a silver platter?
