One Toronto officer allegedly helped someone put a GPS tracker on a woman’s vehicle to follow her movements, leading the woman to fear for her safety.
Another allegedly arranged to have an associate’s vehicle stolen so the man could file a fraudulent insurance claim.
The allegations are contained in new court records filed in relation to Project South, a months-long investigation that led to the arrests of seven Toronto police officers and one retired constable.
In a stunning press conference in early February, York Regional Police investigators alleged Toronto officers leaked confidential information to criminals, facilitating shootings, extortion and a conspiracy to commit murder. Until recently, however, court documents detailing the alleged offences were only available for a few of the officers, including Const. Timothy Barnhardt, who police say was the “genesis” of the anti-corruption investigation.
The newly filed court records shed light on the alleged crimes of four of the Toronto officers. The Star sought comment from each officer named in this story, either directly at their home or through their lawyer or police union. Three officers — Sgt. Robert Black, Sgt. Carl Grellette and Const. John Madeley Jr. — declined to comment through their lawyers. Retired Const. John Madeley Sr. did not respond.
The veteran officer of 19 years is accused of “providing the details of an ongoing police investigation to an unauthorized member of the public,” a former actress named Jennifer Jasey, who appeared in shows such as the X-Files and The L Word. Jasey is among the 19 civilians charged in the Project South bust.
Grellette is accused of advising Jasey on how to install a tracking device on a different woman’s vehicle. From the beginning of December to the end of January, Grellette is accused of helping Jasey’s alleged harassment of the woman, who was repeatedly followed “from place to place using a GPS tracker, causing the victim to reasonably fear for their personal safety,” one charge alleges.
Toronto police declined to give details about which investigation Grellette is accused of leaking information.
