They follow Traffic Laws about the same as they follow other Laws -- somewhere between Sporadically and Not at All.

They go through neighborhoods blasting their Stereos at window-shattering volumes, they'll stop in the middle of a busy street and have a ten minute conversation with one of their Bros or Hoes, they VERY OFTEN Share Cars. By that I mean, they'll buy a car they can't afford but will have 4 or 5 people in on it and they share time using the Car.

One, or more of them is usually a bad driver or a criminal (or both) and they'll "MARK" the car, so when the other drivers get their turn, the Cops pull them over not knowing which one they're getting.

Those people live a different life. You can't understand it unless you deal with it all the time. Which I used to do. Different Culture playing by different rules.

If I were to blind-fold you and take you to a street in Kenyan Village and then to a street in The Hood, you wouldn't be able to tell the difference. Women with kids on their hips, fat, waddling down the street with the laundry and a kid on each hip and two or three others running behind her. Fluffed-Up cars with a "Diamond in The Back" and loud stereos....... Different cultures than you know. Go into their house and the live cockroaches are eating the dead ones, nothing in the fridge, toilets don't work, springs popping through the mattress and all the furniture
