I know it says that this happened a couple of weeks ago, but I was just viewing it for the first time now. Thank the Lord he's alright as the driver definitely should have stopped at the stop sign and when they hit him, but the kid wasn't even looking both ways as shown on the video so they're both at fault.
Mostly the driver though and I seriously hope that he or she is caught and hit with criminal charges. They could have killed him. They were probably drunk or on their phone or something.
