I read on the net that sometimes kids who'd been abused/orphaned end up in juvenile hall or in a prison cell in the police station for the only reason that there are no foster homes or beds in shelters that are available in the area. I dont know if this is true. asked in several law forums, and...

if a person had his passport pickpocketed, he might have his national id card pickpocketed as well, or they both fell out of this pocket. or do you mean they issue that person an international id card on the spot and let him walk?

I believe the reason why people poison the neighbor's dog when it barks, or torture and kill the pet of someone they had a fight with, or just murder feral cats, or their own pets is because they know their punishment won't be severe enough. i think the laws to protect animals today is a joke...
