*shrug* a society with too heavy an imbalance one way or the other is not a good thing.
Someone's got to dig the ditch. Someone has to figure out where to put the ditch. And someone needs to come up with a better way to dig it.
The two are not mutually exclusive. Only an idiot would think that they were.

You need thought at each step from conception, so workers alone would not be sufficient.
If it is implied that "I" thinks, then he could plan the way of the workers, but eventually that would break down as well in retrospect of an entire nation. He would need many thinkers to guide workers, or an automated computerized system.
Ahh, the collective.
There are those above and there are those below, and there are machinations by which the head controls the hand.
