3/4/5/6 Finland, Singapore, Sweden, Switzerland. Only Singapore doesn't use PR.
7 Norway, uses PR
8 Netherlands, uses PR
9/10 Germany and Luxembourg. Both use PR.

So, 9 out of the top 10 use PR. Why? Because PR leads to less corruption.
