Why should bad parents not be sued ?

Lets say for instance...
A bad neighborhood, such as Juniata Park, in Philadelphia...
is a better place for the 50 year old father, than what the neighborhood is for the 5, or 10 or 12 year old child...

Because unlike the child...
The 50 plus year old father, is a member of a special club there, and that's who HIS friends are... and in any case, he's bigger and stronger than a punk ass teenager, and can defend HIM self..

And so the parent is fairly oblivious to what is happening to the CHILD.


While the child is basically stuck navigating a bad neighborhood...
and the kid is in effect, becoming an abused child... by the people who make it a bad neighborhood...

Because unlike the father, HE can't defend himself, until he's bigger.

And the child, has same mental and emotional scarring as any traditionally, abused child.


When the kid is 18 years old...
Why should there be no legal case against the parent for not doing his duty to protect his child ?

Why should the parents not be responsible for providing healthcare insurance, (minimum) to pay for counseling...
and possibly a couple of years worth of rent for the kid ?
