You can do opposition research. But if you feel the information is dishonest (something that never stops Trump nor the GOP) or illegally stolen (fine by Trump and the GOP) not publishing it leaves you off the legal hook.
But more and more, it looks like it was published by Republicans, not the Clinton Campaign.
We know it was started by Republicans. We know after Trump became the GOP nominee, they dropped it. We know the Democrats picked it up.
But the only information I could find on who released it, came from Republicans.
