When GOP asks, "Should we ALLOW (whoever) to.." who is giving "permission"?

Whenever Republicans talk about allowing gays to live or Muslims to become air plane pilots or granting anything to minorities, what they really mean is should Republicans allow these things. When Republicans say "we", they aren't talking about the rest of the country. Only white Republicans.

Both of them are such a small minority their votes don't really count with a 90% white majority.
