What Should Fed vs. State Govt. Be Responsible for?

Arming and maintaining military.
Declaring war.
Maintain infrastructure necessary for transportation of troops cross country. (highways)

States:
Everything else.

Yep, Anything to do with defense should be a federal government directive. Space is as important as discovering the new world in the 14th century.
