What Motivates Mexico

I couldn't even imagine any country just standing by and allowing ANY 20,000 MAN army to just walk through my country.

What's in it for Mexico? Is it just their hatred for the USA? I don't see any upside in allowing this.

Plus it makes it harder for Mexicans to cross the border work and send money back to Mexico's economy.
