You seem to be having some trouble interpreting the data. There was a rapid increase in R&D during the Bush years but, as happens during a recession, such research fell back. It will of course recover regardless of who is in POWER because most funding is by Corporations and Philanthropic institutes in the US. Do learn to read the relevant data sets...and yes...it took two years of lame duck George and the radical left (2006-7) plus Obama to really snuff out the R&D sectors. I recall Obama's really inspiring words..."We will no longer go to the moon"!!
