If I have interpreted this video right, opposition people are blocking a road to keep water and electricity away (so they can mourn them). You can see people unblocking the road but they block it again until soldiers arrive. Crazy.

What is actually happening is protesters are blockading roads all over Caracas. They are complaining they have no food or water and the military is escorting water supplies to political supporters.
The argument at the beginning are people who say they live in the neighborhood.
