• Because there's not enough economic profit to be made selling used ebooks?
• Because it doesn't occur to original buyers of ebooks that they might sell the thing once they're done with it, thereby making unavailable or too few the quantity of used available for purchase and subsequent resale?

Having posited answers your question, will you please explain how:

(1) an original buyer of an ebook can legally resell it, and
(2) how a business entity can legally purchase and then resell a used ebook.​

The same laws apply to all publications in all media. Not sure what medium was the test-case but I would suspect Photography. When you buy a copyrighted product you are only restrained from making copies.
