US Navy using civilian helicopters to support aircraft carriers and other warships

The Airbus EC225LP Super Pumas are flown by Air Center Helicopters Inc. out of Texas. Slinkedin says there are 92employees and makes one wonder how they operate a fleet of 17 choppers, 10 of which are in service with the US Armed Forces. From the linkedin page, it appears the pilots and mechanics are all veterans with lots and lots of experience. The list is @ LinkedIn

I bet Fed Ex and UPS and private trucks supply U.S. Military bases too. Is there a problem with civilian contracts?
