The General Assembly asked the Security Council to prevent the Arab armies from attacking the new state of Israel, but while the Security Council endorsed the Partition resolution in principle, it refused to take any actions to intervene in events until in 1949 the Security Council offered to admit Israel as a member state if it stopped pursuing the fleeing Arab armies and agreed to a truce.

There is no provision in the UN's charter that would empower it to "create" a state, and there is no basis in fact or logic for believing it can. If Israelis had not beaten back the invading Arab armies, formed a government structure and passed its own laws, no resolution from the UN could have saved the Israelis from being slaughtered by the Arabs and there would be no Israel today no matter what resolutions the UN passed.
