But in reality, that has never been true, not in the history of the human race. See, the way the government is set up, the primary function of the Executive office is to enforce the existing laws. It also negotiates agreements with foreign countries then upholds those agreements. Congress writes the laws, not the Executive branch. The President does just do whatever he fucking feels like cuz he woke up in a mood that day.

In the U.S. we have this habit of honoring agreements signed by previous administrations. It creates continuity and is why other countries are willing to work with us. We don't change the rules every election cycle.
