Your link says she's lived there for almost 20 years, so I'm not sure this can be classified as some kneejerk reaction to something that will have a ripple effect among other high earners.

Has she made any indication that it is based on tax rates like that French dude? I don't think Swiss tax rates are necessarily any lower than the United States, so I'm not sure if that her motivation.
