You might think that, but I consider aspirations to be goals to be worked towards. When I joined the military, I had serious aspirations of making higher rank, so that is what I worked for, and achieved.
I look at this in the same way. While we won't be able to get rid of all fossil fuels, wouldn't it be a good idea to try to set our sights on those goals, to make a better place for all of us?
If humans didn't aspire to better things, we'd still be living in caves and mud huts, still being hunter/gatherers.

No. Because if they decided to take it from non binding status and create it into law, it would have to go through Congress again, and be voted on and passed, and then sent to the president for signing.

Road taxes in California only pay for 61.8% of the coast of building and maintaining its roads. The rest are covered out of general revenue. It would be easier to take funds from general revenue than from road taxes. As far as redirecting road tax funds I find this from The Sacramento newspaper: Who’s telling the truth about California’s gas tax money?
The allegation is misleading. It’s true that California governors and lawmakers – of both parties – borrowed heavily from transportation-related accounts after the dot-com bust and during the recession. But the amount of borrowing never amounted to the $5.2 billion a year this package would produce. And most of the money has been paid back. The rest would be paid back in three years if the package is approved.
