Yes, but he is still ONLY the VP, and the president doesn't really care what he thinks anyway. If we are able to get rid of Trump, it will be after the orange fool has reduced the GOP to a pile of rubble. Pence would would have a hard time pushing his radical agenda after that.

Among the folks I talk to who are well connected in the executive and legislative branches, several have posited that one reason Pence agreed to be Trump's VP is that he knew quite well how inept and uniformed about the workings of government Trump is and would remain, and that so long as he (Pence) didn't publicly "make waves" bigger than Trump, he could pretty much do whatever he wanted to do as goes setting policy.

I don't know if they're right or to what extent they are, but the notion that Pence exerts his will on most policy-making is not at all implausible to me. His having largely unconstrained authority to do so would certainly explain his obsequiousness. It seems very probable that so long as he keeps his distance from the "headline grabbing" stuff and, regarding those items, brown-noses adequately, he's free to do as he pleases.

History is replete with buffoons who held formal "top dog" authority but who were so inept, ignorant, intellectual lightweights, etc. that people beneath them could do whatever they wanted.
  • Woodrow Wilson --> His wife, in essence, made his decisions after his stroke. He wasn't incapable/inept before the stroke, but once he had it, he was.
  • George Bush --> Cheney's power was legendary. There again, he knew more about government's operations than did Bush. In this case, it's not so much that Bush was abjectly inept, but rather than Cheney was vastly more adept than Bush.
  • As for the folks noted below, interested individuals can read the history books...There are probably more, but the ones below are the one's whom I can remember from school. Some of them were certifiably mad, thus leaving no alternative but for someone else to actually run things.
