Private Wall Street Banks are the reason California's going broke, and North Dakota solved that problem in 1919.
"California has over $17 billion on deposit in banks that have refused to honor its IOUs, forcing legislators to accept crippling budget cuts.
"These austerity measures are unnecessary.
"If the state were to deposit its money in its own state-owned bank, it could have enough credit to solve its budget crisis with funds to spare."

What do the rich have to do with contracts given to Public Workers??
Your class envy is showing big time.
If you want to assign blame then put it where it belongs.
It definetly belongs with the politicians who negotiated the public worker contracts.
The contracts that the taxpayers of Cali have to honor.
The contracts were signed before boooooooooooooosh started two wars off budget and failed to regulate the mortgage industry even though he knew a problem existed; signed before boooosh failed to regulate big pharma and the health insurance industry; and a problem became a crisis because the GOP opposed any pay as you go effort yet continued to pass outrageously expensive legislation. In Ca. legislation filled California's prisons beyond capacity, required building new prisons, and cut back on parole and probation as alternatives for non-violent offenders.
The problem is Reagan offered amnesty to illegal aliens so industry could hire labor at half the cost and without paying benefits; these new 'employees' relied on county emergency services for all of their medical needs. The problems is our nation's foreign policy supports big oil and other industry and not the common defense of our borders.
The problem is the new right hopes to continue the insanity of simple solutions to complex and critical issues. "Just say No" to drugs while an emerging AIDS crisis loomed and gangs began to form; and silly phrases framed an entire ideology, "I'm from the government and I'm here to help" makes a mockery of public service which frames another silly goal of the new right - privatize everything.
