The Gaza Strip is in the throes of a humanitarian disaster. It is a crisis with severe, sometimes even fatal, consequences for the two million or so people living there. Without a regular power supply, all aspects of life are harmed; even the water and sewage systems are paralyzed, and untreated sewage flows straight into the Mediterranean. This reality is part of an Israeli policy, of the blockade Israel has imposed on Gaza for the past ten years, consigning its residents to living in abject poverty under practically inhuman conditions unparalleled in the modern world.


Despite this intolerable reality, the Israeli cabinet has decided to accept the Palestinian Authority’s cruel plan to further reduce the power supply to Gaza. Should the Israeli decision be implemented, the situation in Gaza will deteriorate even further, making the area virtually unlivable.


This is not some sort of natural disaster. Had that been the case, Israel would have likely sent in a humanitarian aid mission. Instead, the reality in Gaza is the result of Israel’s handiwork, achieved by its decade-long implementation of a brutal policy. Israel can, and must, change this reality.
The PA’s wrongful actions towards Gaza residents do not mean Israel can shirk its responsibility for their fate
 
You realize that's far more a description of a current situation than it is an explanation of any sort.
It's important to know which it be that one at any moment is reading or hearing. Descriptions need only contain statements that individually are factually accurate given the context wherein they're presented. That context determines the extent to which a description is complete or incomplete. Explanations, on the other hand, need to preponderantly (not absolutely, although absolutely is required when it's indeed achievable) withstand rigorously sound analytical scrutiny. As one might glean from the foregoing, descriptions don't need to pass the "soundness" test.

"26. Israel maintains that following the 2005 disengagement, it is no longer an occupying power in Gaza as it does not exercise effective control over the area.

27. However, the prevalent view within the international community is that Israel remains an occupying power in Gaza despite the 2005 disengagement. In general, this view is based on the scope and degree of control that Israel has retained over the territory of Gaza following the 2005 disengagement – including, inter alia, Israel’s exercise of control over border crossings, the territorial sea adjacent to the Gaza Strip, and the airspace of Gaza; its periodic military incursions within Gaza; its enforcement of no-go areas within Gaza near the border where Israeli settlements used to be; and its regulation of the local monetary market based on the Israeli currency and control of taxes and customs duties. The retention of such competences by Israel over the territory of Gaza even after the 2005 disengagement overall supports the conclusion that the authority retained by Israel amounts to effective control.

Although it no longer maintains a military presence in Gaza, Israel has not only shown the ability to conduct incursions into Gaza at will, but also expressly reserved the right to do so as required by military necessity. This consideration is potentially significant considering that there is support in international case law for the conclusion that it is not a prerequisite that a State maintain continuous presence in a territory in order to qualify as an occupying power. In particular, the ICTY has held that the law of occupation would also apply to areas where a state possesses “the capacity to send troops within a reasonable time to make the authority of the occupying power felt.” In this respect, it is also noted that the geographic proximity of the Gaza Strip to Israel potentially facilitates the ability of Israel to exercise effective control over the territory, despite the lack of a continuous military presence.

29. Overall, there is a reasonable basis upon which to conclude that Israel continues to be an occupying power in Gaza despite the 2005 disengagement. The Office has therefore proceeded on the basis that the situation in Gaza can be considered within the framework of an international armed conflict in view of the continuing military occupation by Israel.

Amazing that most if not all entry points into Israel have metal detectors but to enter the mount, palestinians will not pass through them. You'd think palestinians like people everywhere around the world would be used to them.

Don't palestinians go on hajj to Mecca and Medina? Don't they get on planes to travel there? Don't palestinians travel to other countries on business? I know many that do.
