Why do they see it as a problem? We should thank ISIS for their propaganda. Maybe it is not that bad radical elements are running from Europe and the United States to join their brothers in faith.
If I were the US government I would promote immigration of radical Muslims to present-day Syria and Iraq. It will only help American citizens to understand that 1) not all Muslims are the same, 2) those who stay with us prefer civil order and moderation to radicalism.
