Salah al-'Aruri, for those who don't know, is the number one terrorist in the Hamas movement and a year ago he was appointed deputy chairman of the Hamas political bureau. Al-'Aruri also works to strengthen Hamas's standing in Syria and the Al-Yarmuk refugee camp in Damascus. Is definitely the most important target of Israel's assassination of Hamas. In recent months, with Israel's consent, he visited the Gaza Strip in order to promote a process of calm with Israel, after Israel promised not to harm him during his visit to the Gaza Strip. From the Gaza Strip he returned to Cairo via the Rafah crossing.

Salih al-Aruri - Up to $5 Million Reward
In October 2017, Salih Al-Aruri, one of the founders of the Izzedine al-Qassam Brigades, Hamas’s military wing, was elected deputy leader of the Hamas Political Bureau. Al-Aruri funds and directs Hamas military operations in the West Bank and has been linked to several terrorist attacks, hijackings, and kidnappings. In 2014, al-Aruri announced Hamas’s responsibility for the June 12, 2014 terrorist attack that kidnapped and killed three Israeli teenagers in the West Bank, including dual U.S.–Israeli citizen Naftali Fraenkel. He publicly praised the murders as a “heroic operation.” In September 2015, the U.S. Department of the Treasury designated al-Aruri as a Specially Designated Global Terrorist (SDGT) pursuant to Executive Order 13224, a move which imposed sanctions on his financial assets.

RFJ, the U.S. Department of State’s Counter-Terrorism Rewards Program, was established by the 1984 Act to Combat International Terrorism, Public Law 98-533 (codified at 22 U.S.C. § 2708). Administered by the State Department’s Bureau of Diplomatic Security, RFJ’s goal is to bring international terrorists to justice and prevent acts of international terrorism against U.S. persons or property. Under this program, the Secretary of State may authorize rewards for information that leads to the arrest or conviction of anyone who plans, commits, aids, or attempts international terrorist acts against U.S. persons or property, that prevents such acts from occurring in the first place, that leads to the identification or location of a key terrorist leader, or that disrupts terrorism financing.

The Secretary is authorized to pay a reward greater than $25 million if he/she determines that a greater amount is necessary to combat terrorism or to defend the United States against terrorist acts.
