Probably because President Trump wants the investigations into Obama's Russia hoax to proceed and doesn't want the Obamabots to to say he is firing Comey to try to cover something up.

You know, coming out 3 weeks before the election to say that they found more emails and were investigating, only to come back 2 days before the election to say that there was nothing there did a lot to screw up Clinton's chances for being elected.

If there was an investigation going on and there was nothing to report, why did they report it in the first place and put doubt in everyone's mind?

Perhaps Comey thought that the orange charlatan was never going to win anyway, and is now trying to "justify" his action through the act of contrition of going after the Trumpster......

Did Congress ask him to advise them on whether they were investigating trump? Why would he then? What is he going to say? "The administration had us investigating trump. Still have no evidence of any crime." If he had you guys would be screaming about him "lying" about Obama putting him under surveillance to steal the election from Hillary.
