As for "shrinking cities," the presumption would be that people are moving out to something more gooder, eh?

Not sure that's a positive goal. "Cities" have a bad reputation due to urban rot, mainly associated with certain demographic groups - if you know what I mean. City life is fine, and constitutes a more rational use of valuable resources. My son's generation (born 1982) can't get "back" to the city (where they never lived) soon enough, to be close to restaurants, shopping, the Arts, and each other.
