Both Parties use a 'blue book', wherein they know who is going to vote for what before the actual vote. So what they do is trade votes, with those who will catch hell from their constituents back home can trade their votes to a fellow pol in a safe district and vote by proxy, and that is most likely what is going on here; the people who vote publicly aren't necessarily the ones pushing for it, and since they only need a few votes to swing such bills they can limit the political damage for the while Party with minimum risk.
