The reason it is not like that yet in America is the same reason it took so long to take steps to deal with the health risks of tobacco smoking long after the scientific evidence was clear and the consensus among the relevant medical researchers was very strong. Vested financial interests, i.e., the tobacco companies, blocked the appropriate public policies for their own financial gain, as the fossil fuel industry is doing now.
