Police departments in the nation’s second most populous state had strongly opposed the bill, particularly a provision that would have made it illegal for officers to ask someone carrying a gun if they had a permit.

Good citizens with guns are not a problem. Bad citizens with guns are the problem. And now it is always impossible to distinguish good from bad. Criminals carrying their guns openly will get a chance to determine, how prepared the public is in certain places of Texas and use the situation in their own favor.
Imagine the situation when every more or less serious conflict will end up in gun fight. Who needs police when you have a gun and determine, when and how to use it. Now it is more than real in Texas.

More often than not when civilians call police it's precisely because they have guns. This just cuts out the middleman as it were.
