If there is a disagreement, then it is for the courts to decide.

You got it partly right and partly wrong and you omit the Cold War aspect of the first few; all that aside, though...

I will grant you that we have very little continuity of foreign policy and routinely use "thumping" without much thought for long-term outcomes.
