The US State Department publishes reports on Human Rights issues in foreign countries every year.
The underlying psychology seems to stem from a position of "We do it right. We follow and criticize you".
China for example doesn't publish these reports.

If there is no such underlying psychology, then what is the reason for these reports being published?

Then there is the issue of self-perception resulting from psychology, which may differ from reality or how the publishers of these reports are perceived abroad.

So what has the USA done right - let's say in last 10 years - that USA seems to see itself in a position to publish Human Rights reports on the world?

What country is qualified to be the arbiter of human rights? And would anybody really listen to Palau?
