his own budget proposal to congress was not passed, but if it was passed as he wanted it, (with no changes on congress's part) it gave a $1.3 trillion deficit for his last fiscal budget, with very minor measures that Obama took that affected the 2009 fiscal budget, it turned out to be 1.4 trillion....so maybe Obama and congress affected it by 100 billion....but it is STILL president bush's last fiscal budget...

no, the 2009 spending is attributed to president bush...whether Obama added a stimulus or not....the source you gave is trying to put the 2009 fiscal year on to President Obama and that's simply wrong...

also the article you gave acted as thought the 2000 and 2001 budgets were President bush's but they were not, they are attributed to president clinton....

so even though President Bush passed tax cuts when he first got in to office and gave us rebates/stimulus in august, which affected president Clinton's last budget which ended september 30th 2001, the 2001 budget is still attributed to president clinton....

that's just how it works.
