Stealing a car is illegal and people are prosecuted for it regularly .

If we stopped prosecuting people for stealing cars, and every car theif felt secure in the knowledge there would be no repercussions, then stealing cars would still be illegal, but we facto legal.

If the state refuses to charge someone with a crime, that crime has been decriminalized by default.

My county announced they were no longer going to investigate auto thefts, unless it was expensive luxury models. They still demand hefty towing and storage fees from poor people for their stolen cars they find abandoned, though. It's legal to steal from lower income demographics now.
