We have no idea how many people have, or have had, the virus because Trump fucked up the testing. Which is one reason it is a difficult call. And Trump has left it up to governors, who also don't have actual numbers. The point of social distancing, which involves shutting some retail/hospitality businesses, is to reach some number of people who have had the virus and either recovered to varying degrees or died, and who can't get it again or pass it on to others, without having so many sick at the same time that we have to leave people on cots dying like Italy is doing. And probably what both Iran and China had to do.
