Trump is supported by 32 percent of likely black North Carolina voters, according to the poll. There is a margin of error of plus or minus 11.5 percent for Trump’s numbers with black voters.

I think the margin of error is about 95% with black voters and it's also off with white voters. I doubt Hillary is only trailing Donald by 11 pts with white voters in NC.
